White-Legged Damselfly (Platycnemis pennipes, male) (2)

Male white-legged damselflies are easily recognized by their expanded, mostly white tibiae [the second section of its legs] with long bristles, making them look like feathers.

Male white-legged damselflies engage in a courtship display to woo the female, raising its front white legs in front of the female. The males also have the intriguing habit of dangling their white legs in flight to display them to other males.
